What is ARHealthNetworks?

ARHealthNetworks is a new healthcare benefits program designed to help qualified small businesses, with low income workers, provide an affordable package of health care benefits to their employees. ARHealthNetworks is available to businesses with 2 to 500 employees who have not offered a group health plan in the past 12 months or longer. The plan is only available to working Arkansans through qualified employers and is not available as an individual plan.
Over 378,000 Arkansans between the ages of 19 and 64 do not have health care coverage. One of the primary reasons employers are not offering coverage is high premium costs. ARHealthNetworks is a unique partnership between state and federal government, employers and families, designed to provide needed health coverage for low income employees at an affordable price. The concept for ARHealthNetworks was developed by the Arkansas Health Insurance Expansion Initiative Roundtable and the Arkansas Center for Health Improvement (ACHI), in partnership with the Arkansas Department of Health and Human Services. More InformationARHealthNetworks is a limited benefit health plan for employers who don't currently offer a group plan to their employees. If a qualifying business chooses to participate, all employees that are considered low income must participate unless they provide evidence of other group or individual health coverage. Of the employees that are not considered low income, only 50% of those employees must participate unless they provide evidence of other group or individual health coverage. Spouses of participating employees may also be eligible. Premiums for low income workers with annual earnings at or below 200% of the Federal Poverty Level will be subsidized using tobacco settlement funds and existing Medicaid dollars.All employees enrolled in the plan will receive immediate benefits with no waiting period upon initial enrollment of the group. Benefits will be available to everyone in the group regardless of any pre-existing medical conditions.
